Werner Herzog's movie "Even Dwarfs Started Small" takes place in an institution where its dwarf population has rebelled against those who imprison them. This is a film that demands your attention as there is much said but not spoken. It’s equal parts thought-provoking, strange, funny, frightening and violent.
